The Pennsylvania Consolidated Waiver provides comprehensive HCBS for individuals with the most significant developmental disability support needs, residential habilitation, day habilitation, behavioral support, and supported employment. ODP administers the waiver through a statewide system of Administrative Entities (AEs) and Supports Coordination Organizations (SCOs). Providers must use the Enterprise Incident Management (EIM) system for incident reporting and complete ODP-approved Medication Administration training.
