California IDD Compliance Software

Built for California providers. CareHub helps your organization meet DDS documentation standards, track waiver program requirements, and stay audit-ready.

DDSDepartment of Developmental Services

California IDD services operate under the Lanterman Developmental Disabilities Services Act, administered by the Department of Developmental Services (DDS) through a network of 21 Regional Centers across the state. Regional Centers serve as the local point of contact for service coordination, authorization, and oversight. Residential facilities are separately licensed by Community Care Licensing (CCL) under the Department of Social Services.

California Waiver Programs

CareHub supports documentation requirements across California's HCBS waiver programs.

Home and Community Based Alternatives (HCBA) Waiver

The primary Medi-Cal waiver for individuals with developmental disabilities, funding residential, day program, supported living, and community integration services in lieu of institutional placement.

Self-Determination Program (SDP)

A participant-directed funding model that gives individuals and their families control over their own support budget. Individuals select their own providers and direct how services are delivered, with the support of an independent facilitator.

Lanterman Act Services

Non-waiver services funded through the Lanterman Act and administered by Regional Centers, including supported living, independent living skills, behavioral intervention, respite, and crisis services.

Key Compliance Requirements

California IDD providers must meet these DDS standards.

Regional Center Authorization & IPP

All services must be authorized by the individual's Regional Center and documented in the Individual Program Plan (IPP). Providers must deliver services within authorized unit limits and document outcomes aligned with IPP goals.

Title 17 Unusual Incident Reporting

Unusual incidents must be reported to the Regional Center by phone within 24 hours, followed by a written report within 3 calendar days. California has no statewide incident portal - reports go directly to the individual's Regional Center.

Community Care Licensing Standards

Residential facilities must meet CCL (Community Care Licensing) standards for staffing ratios, physical environment, resident rights, and service documentation. CCL inspects facilities independently of DDS.

Medication Administration

Staff who administer medications must complete approved training and maintain accurate MAR records documenting every scheduled and PRN administration, including staff identification and individual response.

Self-Determination Budget Compliance

Providers serving SDP participants must document services against the individual's spending plan, track units delivered against the authorized budget, and reconcile service logs for the Financial Management Service (FMS).

Frequently Asked Questions

Common questions from California IDD providers.

Does CareHub support California DDS and Regional Center documentation requirements?

Yes. CareHub uses California-specific terminology throughout - IPP instead of ISP, Unusual Incidents instead of generic incident reports, and Regional Center instead of a state portal. Templates and workflows are aligned with Title 17 CCR and Lanterman Act requirements.

How does CareHub handle the Self-Determination Program (SDP)?

CareHub tracks service delivery against SDP spending plans, documents units delivered per authorized service type, and generates records suitable for reconciliation with the Financial Management Service (FMS). Individuals and authorized representatives can see service usage in real time.

Which Regional Centers does CareHub support?

CareHub works for providers serving any of California's 21 Regional Centers. The platform's Regional Center field lets you identify the correct contact for incident reporting and authorization management for each individual you serve.

How does CareHub handle California's dual regulatory system (DDS and CCL)?

CareHub's compliance dashboard tracks documentation requirements for both DDS service standards and CCL residential facility standards. Staff training records, incident reports, MAR compliance, and fire drill documentation are all tracked in one place regardless of which agency would review them.
